Is used furniture taxed when it enters Algeria?
The answer depends on your situation, not on the furniture. Algerian customs separates three cases, and each is treated quite differently. Find your case in the table first, then read the section that applies to you.
If you have lived in the Kingdom for less than three consecutive years, you cannot get the certificate even if you are going home for good. In that case we suggest sorting your things carefully and shipping only used items worth the cost, because duty will be charged on whatever arrives, and selling some pieces here and buying replacements in Algeria can work out cheaper than shipping and paying duty on them.
Who qualifies for the change-of-residence certificate?
The embassy sets specific conditions, and each one has a practical effect on when you can ship:
Paperwork for the certificate at the Riyadh embassy or Jeddah consulate
You apply where you are registered, and the embassy states the certificate is issued in about 3 days. This is the list the embassy publishes:
- Consular registration card.
- Copy of your Algerian passport.
- Copy of your residence card proving 3 consecutive years.
- Inventory of personal belongings showing the condition and price of each item.
- Sworn statement.
- Car invoice, a copy of it and a copy of the vehicle certificate, if a car is included.
- The applicable fees.
Do not stop at what you hand to the embassy. At the Algerian port the originals are normally required, not copies: the original certificate, the original valued inventory stamped and signed by the consulate, and the original certificate of removal from the consular register, together with a passport copy and a certified copy of the consular card. We put these into one file with you before sailing and send scans to the clearing agent in Algeria ahead of arrival.
How to write an inventory customs will accept
The inventory is the heart of the whole file. Customs compares what is in the container with what is on the list, and anything not listed may draw an extra charge or be held. So we write the list while packing, not before: every carton gets a number that matches a line, with a clear description of its contents, condition and estimated value. Write it in Arabic or French and avoid vague entries such as “miscellaneous items” or “household goods”.
A tip from experience: a colour sticker per room helps the unloading crew in Algeria, and the number helps the customs officer, so use both. Photograph every piece before wrapping; the photo shows it is used if anyone asks. And neither inflate nor understate values: a realistic figure keeps you inside the ceiling and away from needless questions.
The ceiling: what counts towards DZD 10 million?
The ceiling is not for furniture alone. The value of the car and the belongings is added together within one limit: DZD 10 million for an employee, DZD 8 million for a student. If your eligible car takes a large share, what remains is left for furniture and appliances. That is why we ask for the car’s value early and check the list total before it is stamped. Anything above the ceiling can be expected to be taxed under the normal rules, and this is confirmed with customs before shipping.
The six-month window: a timeline that protects you
The certificate runs for 6 months from its issue date, the goods have to land in Algeria inside that window, and there is no extension or renewal. Sea freight from the Kingdom to Algeria takes 5–7 weeks door to door for your own container, or 6–8 weeks when shared. That leaves a good margin if you start in the right order, and very little if you get the certificate first and only then start looking for a shipping company.
Done in this order, the container usually lands within the first two months of the certificate’s life, leaving more than half the period spare for any sailing or transfer delay. If your certificate has already been issued, give us the date in your first message and we will put your container booking first.
At the Algerian port: what happens on inspection day?
When the container arrives, the clearing agent files the declaration in your name, and customs normally expects the certificate holder to be there in person. The container is opened in the inspection area, the officer picks particular cartons and checks them against the list. If everything matches, the goods leave exempt without foreign-trade control formalities; if unlisted items turn up, they may draw an extra charge or be held, and the whole container can be delayed.

So we load the container with the easiest cartons to check near the doors, put one copy of the list inside the container and give another to the agent. Our advice: land in Algeria some days ahead of the container, carry all the originals, and keep your phone on for the clearing agent, because most port delays come down to a missing document or an owner who has not arrived yet.
Your car under the change-of-residence certificate
Your car can come under the same exemption when it is brand new or not yet 5 years old, runs on petrol, electricity or as a hybrid, with an engine capacity of 1,800 cc at most. Not returning for good? How your goods are taxed
Someone sending furniture or appliances to the family home in Algeria while carrying on working in the Kingdom does not get the exemption. Algerian customs works out duty from what each item is and how worn it is; customs duty generally falls into bands of 0, 5, 15, 30 and 60% by tariff line, and VAT is added at 19% (with a reduced 9% rate for specified goods). Some goods carry an additional safeguard levy, while goods of Arab origin may get reduced duty with a certificate of origin.
We won’t give you a flat rate for a bedroom or a fridge, because it depends on the tariff line, the value and the officer’s assessment. What we do is go through your list, separate new from used, attach invoices where they exist, and suggest what is worth shipping and what is better bought in Algeria. That alone saves many families more than the freight itself.
Items outside the exemption or not allowed in
- New goods with a recent invoice: treated as imports subject to duty and VAT.
- Prohibited: weapons, ammunition and explosives, drugs, cigarettes, alcohol, gold and jewellery, antiques and valuable paintings.
- Sensitive equipment: binoculars, antennas and GPS devices.
- Tyres: used and retreaded tyres are banned.
- Permit needed: medicines in quantity, hunting weapons, some books and printed matter.
