Will Algeria accept your car? Three checks settle it

Yes, but not for everyone and not for every car. Algeria tightly controls used-car imports and only opens them to individuals in specific cases. Ask yourself these three questions, in order:

    Are you an Algerian moving back to settle?
    If you are on the consular register, have spent 3 or more unbroken years living in the Kingdom and have never used the procedure, your route is the change-of-residence certificate, and the car enters duty-free if it meets the conditions.

    Do you live in Algeria and want to import a car?
    People who live in Algeria may bring in a car that has not yet turned 3, for their own use, with duty and taxes paid in full.

    Does the car meet the age, engine and fuel rules?
    Even if one of the two cases fits you, the car itself must comply on the day it enters Algeria, not the day it leaves Saudi Arabia.

Car conditions for returnees with a change-of-residence certificate

Based on the Algerian Embassy in Riyadh’s page on the change-of-residence certificate, and on Algerian press reports of the customs note, these are the vehicle conditions currently applied. They shift with each finance law, so double-check them at the embassy or consulate first:

  • Age: new, or under 5 years old when the car enters Algeria.
  • Passenger cars: electric, petrol or hybrid, with displacement capped at 1,800 cc. The former 2,000 cc cap is gone.
  • Light utility vehicles: accepted up to 5.95 tonnes gross vehicle weight.
  • Motorcycles: registrable two-wheelers fall under the same procedure.
  • Diesel: excluded from the exemption, new or used.
  • Value: the car and your belongings share one cap, set at DA 10 million for working returnees and DA 8 million for students.
  • Once only: the certificate is granted a single time, so you cannot ship one car now and another next year under the same exemption.
  • Ownership: the embassy asks for the car invoice and a copy of its papers, so the car must be in your name.

Diesel cars

In theory a diesel car can still enter if you pay all duties and taxes, but the bill is very high relative to the car’s value. If your car is diesel, it is usually better to sell it in Saudi Arabia and ship the furniture alone.

How do you check the car’s age and engine size before shipping?

What surprises clients most is that the five-year rule is measured when the car enters Algeria. The voyage takes 5–7 weeks, with export and booking days before it and clearance days after. A car that is 4 years and 11 months old on the day it is loaded in Jeddah may be past five years by the time it reaches the Algerian port. Our working rule: if the car is less than 4 months short of its fifth year, we do not ship until you have confirmed with the consulate how the date is counted in your case.

As for engine size, do not rely on the model name, because the same model is sold with different engines. Check the dealer invoice or the car’s specification sheet and read the displacement in cubic centimetres. 1.6 litres means about 1,600 cc and is within the limit; 2.0 litres is not. Hybrids are an accepted type, but the petrol engine’s displacement must stay inside the same limit.

The six-month deadline: when should the car ship?

Once issued, the change-of-residence certificate lasts six months, with no extension or renewal possible, and the car and belongings must reach Algeria within that time. We plan the work roughly on this schedule, starting everything that does not need the certificate before it is issued:

Residents of Algeria: importing a car under 3 years old

If you live in Algeria and want a car from the Kingdom, Algerian law lets resident individuals bring in a car that is not yet 3 years old, for their own use, one car every 3 years, petrol, hybrid or electric. The scheme is for individuals only, not companies, and carries no exemption: you pay customs duty by tariff line, 19% VAT and the other charges that apply.

Charges in Algeria: the exemption, 19% VAT and the DA 8,000 charge

A returnee’s car under a change-of-residence certificate is exempt from customs duty and all taxes as long as its value plus your belongings stays under the ceiling, and it clears without foreign-trade controls. There is, however, a new DA 8,000 charge on every imported car, paid at the tax office after clearance and before registration; it covers technical inspection and is due even when the car is exempt.

A non-exempt car, such as a resident’s import or a diesel, pays customs duty by tariff line and VAT at the standard 19%, plus any special vehicle charges. We do not print an overall percentage because it varies from car to car, so ask an Algerian broker for your car’s figure before shipping.

Firms that “pay your customs”

If an advert says the shipping company pays Algerian customs for you, ask whether the price really includes the duty and how much it is. Customs duty is paid to the customs administration in the car owner’s name, and any firm that promises to make it disappear is either adding it to the price or ignoring it.

Saudi export paperwork: Absher and Fasah

A car leaving the Kingdom for good has to be exported officially. These are the Saudi-side steps:

  • Ownership: the car is registered in your name; if it is financed, ask the lender to release the lien first.
  • Fines: settle any traffic fines recorded against the car.
  • Absher: submit the final vehicle export request from your account and complete whatever the traffic department asks for.
  • Fasah: we lodge the customs export declaration on the Fasah platform with the container and bill of lading.
  • Papers: keep copies of the registration card (istimara), purchase invoice and export notice; they are part of your file in Algeria.

How is the car secured inside the container at Jeddah?

We use a closed container rather than a ro-ro ship because the route to Algeria passes through a transshipment hub, and the container protects the car from salt, dust and interference during handling. This is how we prepare it:

  • Every side of the car is photographed, the mileage and any old marks are noted, and you keep a copy of that report.
  • We fit a snug protective cover, fold the mirrors and leave a little fuel in the tank.

The container is opened in the customs yard, the officer matches the chassis number to the papers, the lashings come off and the car rolls out.

After clearance you pay the DA 8,000 charge at the tax office and start the registration file in your wilaya. We recommend bringing certified copies of every document, because Algerian offices ask for more than one copy at different stages.

Car and furniture in one container

If the whole household is going back, a 40 ft box (SAR 7,360 and up) usually works out cheapest: the car at the front, the wrapped furniture behind a timber barrier. You pay for one container, and everything clears under the same certificate at the same time, provided the car and furniture together stay under the ceiling. Air freight for car papers, keys and small spare parts

The car itself does not realistically fly because of the cost, but things connected with it may need speed: an extra set of papers for the broker, a spare key, or a small part that is hard to find. For these, Air Algérie and Saudia run direct Jeddah–Algiers flights as their schedules allow, with Riyadh and Madinah consignments connecting via Jeddah. Expect delivery in about 3–7 days; SAR 92 covers a parcel weighing 5 kg or less, and heavier items are quoted per kilo.
