Under Qatar used household goods customs rules, someone who is not Qatari and is coming to take up work there for the first time pays nothing on their used belongings, as long as the goods land inside six months of the owner’s arrival, carry a letter from the employer, a residence permit and a customs-stamped inventory, and the owner promises to keep them for a year. Anything new, and any car, falls outside that relief and usually pays 5%; there’s no VAT on top. This guide is based on the wording of Qatar’s General Authority of Customs on exemptions for foreigners coming to Qatar for their first job, and on what we see in practice with customer shipments crossing at Abu Samra. The aim is simple: before you pack a single carton, know whether you qualify, when your goods must arrive, and what you’ll pay duty on regardless.

Does used furniture pay duty when it enters Qatar?
Ordinarily, goods imported into Qatar attract a 5% duty on their value, mostly where they originate outside the Gulf. Used household furniture is treated differently: the General Authority of Customs exempts it when the owner belongs to a specific group, the goods arrive within a set window, and the right papers come with them. Meet the conditions and your old sofa, bed and fridge go through free; miss them and the officer charges duty on what the goods are worth.
The good news for anyone comparing with other Gulf states: Qatar has no VAT so far. So even when you pay duty on a new item, it’s 5% and that’s it, not 5% duty plus 5% tax as some people write after copying other countries’ rules.
Who qualifies for the used-furniture exemption in Qatar?
The official wording speaks of foreigners who come to Qatar for their first job. A Saudi citizen moving to a job in Qatar is a non-Qatari, so the same conditions apply, and we know of no rule giving them a different exemption. That’s why Gulf International Shipping asks Saudi customers for exactly the same papers as expat customers, and we don’t promise anything beyond the rule.

Why do these details matter?
Because one missing paper turns an exempt shipment into a dutiable one. Practitioners in Qatar report that 5% is usually charged when paperwork is incomplete or when a shipment arrives more than 6 months after its owner entered the country.
The six-month window: how to time your furniture shipment
What costs people the exemption most often isn’t paperwork, it’s timing. The employee travels first, stays in a hotel or temporary flat, puts the furniture off until they settle, and then finds six months have gone. We advise customers to plan the other way round: count the window from the day you enter Qatar and book the shipment in the first months.
- Before you travel: ask your employer for the letter early, and ask us to survey the furniture and estimate the volume
- First month in Qatar: get your residence card and register a Qatari mobile number in your name
- Once the card is issued: authorise the broker electronically in Al Nadeeb and set the loading date in Saudi Arabia
- Loading day: we wrap, number and write the list, and send the truck towards Salwa
- Arrival: 2–4 days by truck from Riyadh, 1–3 from the east, 3–5 working days from Jeddah
If your family is staying in the Saudi home until the end of the school year, plan for it: either delay your official entry into Qatar, or accept up front that furniture arriving after the window will be charged duty. It’s your call, but it’s better made with the numbers in front of you.
Documents needed to clear used furniture in Qatar
These are the papers we prepare with customers whose furniture shipments are claiming the exemption:
- Employer letter: states the job and nationality, ideally in Arabic on official company letterhead
- Qatari residence permit: with a copy of the ID card and the employer’s name
- Passport: with the entry stamp or entry record from which the window is counted
- Item list: a detailed list of every carton, piece of furniture and appliance
- Broker authorisation: done online in Al Nadeeb, which needs a Qatar mobile line in your own name
- Saudi side: a copy of your ID or iqama, plus the shipment data we file on Fasah before the truck reaches Salwa
For SAR 138 upwards, our customs clearance team handles it: we check the letter and the list before loading and follow up with the broker at Abu Samra until release.
How to write an item list customs will accept
The list is what the customs officer uses to match the truck’s contents to the paperwork, and the clearer it is, the quicker the inspection. We write it with you on packing day and give every carton a number matching its line on the list.
Look at the last line. If you’re bringing something new, list it as new rather than hiding it among the used goods. Declaring it properly means paying 5% on that one item; hiding it can open the entire shipment to a detailed inspection and hold it up.
What the used-furniture exemption does not cover
- New household appliances and tools: the authority’s wording is explicit that new items aren’t exempt, even for personal use
- New furniture: a recently bought sofa or bedroom set in its original boxes is treated as imported goods
- Personal cars: not part of the personal-effects exemption; they pay 5% duty under the unified tariff
- Commercial quantities: anything beyond one household’s needs
- Prohibited items: never covered, because they can’t enter Qatar at all

How is duty calculated if you don’t qualify?
Miss the window, or fall outside the eligible groups, and the usual charge is 5% of what the goods are worth. As an illustration: if an apartment’s furniture is valued at SAR 20,000, duty comes to about SAR 1,000, with no VAT on top. If the shipment is exempt but includes a new appliance worth SAR 2,000, duty is charged on that appliance alone, about SAR 100.
Saudi-made furniture accompanied by a GCC certificate of origin is normally treated as national goods, but that applies to commercial goods with invoices and certificates. It rarely fits used household furniture you bought years ago.
Belongings of Qatari citizens returning from Saudi Arabia
Qataris who studied or worked in the Kingdom and are heading home can take their personal effects and used furniture back without duty, provided they satisfy the legal conditions. We normally need their Qatari ID, an item list and proof of their previous residence in the Kingdom, and we arrange the move from their Saudi city to their home in Qatar in the same way.
Preparing and packing furniture for a smooth inspection
Good packing doesn’t only protect furniture; it makes inspection easier. The officer at Abu Samra may open a carton or two to check them against the list. If cartons are numbered with their contents written on them, they find what they’re looking for fast and close them up again. At Gulf International Shipping we work like this:
- Beds, wardrobes and tables are dismantled, with screws bagged, numbered and taped to their piece
- Surfaces are wrapped in bubble wrap, corners in rigid card, and sofas in heavy covers
- Mirrors, glass and TV screens are crated in timber
- Every carton is numbered and its contents written on it, matching the list
- Valuable pieces are photographed before loading and the photos kept until delivery
A tip before packing
Put any new appliances in separate cartons marked “new”. The broker can then calculate duty on those alone, and the rest of the shipment stays exempt without argument.
Prohibited items that stop furniture shipments at Abu Samra
Even a fully exempt shipment can be held if a banned item turns up inside. The ones we most often find in customers’ drawers, packed by accident: e-cigarettes and heated-tobacco devices, tins of snuff and chewing tobacco, used tyres kept in a storeroom, and medicines without a prescription. Alcohol, pork products and weapons are obviously banned. Empty your drawers before the packing crew arrives.

Many new employees need some belongings in their first week, before the furniture arrives: work clothes, a laptop, documents, the children’s things. Your furniture arrives at your home in Qatar

After release at Abu Samra, the truck heads for Doha, about 90 km from Salwa, and then to your address, whether that’s Al Rayyan, central Doha, Al Wakrah, Lusail or Al Khor. We open cartons in numbered order, assemble beds and wardrobes in the rooms you choose, and take the packing material away. Keep your stamped copy of the list for the whole first year; it’s your proof that the goods entered exempt.
