Do Saudi goods pay customs duty when they enter Qatar?

This is the first thing traders ask, and the answer turns on where the goods were made, not where they leave from. The Kingdom and Qatar sit inside one Gulf customs union, so something manufactured in Saudi Arabia normally enters Qatar as if it were made there, on condition that a Gulf origin certificate from the chamber of commerce accompanies it; then no duty is collected.

Goods imported from outside the Gulf, such as Asian electronics or European clothing that a Riyadh trader resells in Doha, normally pay 5% duty. If that stock already paid duty when it entered the Kingdom, the GCC clearing mechanism and statistical statement prevent the duty being charged twice, and this relies on the original invoices and import data. That is why we ask traders, before loading, to separate Saudi-origin lines from imported lines on the invoice.

  • VAT: not applied in Qatar so far, so no 5% is added to the invoice as it would be in the UAE
  • Excise tax: long in force: tobacco and energy drinks carry 100%, fizzy drinks 50%, and special-purpose goods 100%
  • Saudi-origin goods: usually exempt from customs duty with a GCC certificate of origin
  • Non-GCC goods: normally 5% customs duty on value

Advice for Saudi manufacturers

Request the GCC certificate of origin from the chamber of commerce well ahead of loading day, and make its description match the invoice and packing list word for word. Any mismatch in quantity or description is enough to hold the truck at Abu Samra until it is corrected.

Part load or full truck?

Part-load shipping (LTL) means your goods take up a share of a truck that combines several traders’ cargo bound for Qatar, priced by kg, cubic metre or tonne. It suits a store sending weekly orders, or a factory testing the Qatari market with small quantities. The drawback is that the truck waits until it is full, and your goods are loaded and unloaded alongside other cargo.

Full-load shipping (FTL) means a truck for you alone: a dyna for medium loads, a jumbo dyna, or a 13.6 m trailer for many pallets. The truck is sealed at your warehouse, opened only at the importer’s, and leaves on the date you set. It is the logical choice for sensitive food, heavy building materials and any consignment that fills more than half a truck.

Preparing pallets before loading

Goods stacked on wooden pallets and tightly stretch-wrapped load faster, suffer less damage and are easier to inspect at the border. Keep each pallet low enough for another to be stacked on top if the goods can bear it, and label every pallet with its number and carton count to match the packing list. Prohibited and restricted goods for traders

Some goods sold normally in Saudi shops are banned or restricted in Qatar. The main ones:

  • E-cigarettes, e-shisha, heated-tobacco devices and their accessories
  • Chewing and sniffing tobacco such as sweeka and snuff
  • Pork products and any alcoholic drink
  • Used vehicle tyres
  • Counterfeit goods carrying fake trademarks
  • Jammers and unlicensed communication or surveillance devices
  • Ivory and products of endangered wildlife
  • Weapons, ammunition and explosives

Drones, wireless equipment, medicines, supplements and agricultural produce usually need prior approval. We do not load any line from these categories until the importer confirms the approval is in hand.

Air and sea freight for goods to Qatar
