Used furniture exemption in the UAE

Under UAE customs rules, used household goods are exempt for two groups according to Dubai Customs: UAE nationals returning to settle after living abroad, and expatriates taking up residence in the UAE for the first time — provided the items are used, in quantities suitable for furnishing a home, registered in the name of the person entitled to the exemption, and backed by proof of residence plus an itemised packing list. Anything new — appliances included — falls outside the exemption and pays duty. Who qualifies for the UAE used household goods exemption?

Dubai Customs limits the duty exemption on used personal effects and household goods to two groups. The first is Emirati nationals who have been living abroad and are now returning for good. The second is non-nationals arriving to take up residence in the UAE for the first time. In other words, the exemption is tied to the move itself — not to nationality, and not to the value of the furniture.

In practice, most customers shipping furniture from Saudi Arabia to the UAE with us are residents of the Kingdom who have taken a job in Dubai or Abu Dhabi, or Emirati nationals who have finished work or study in Saudi Arabia and are heading home. The table covers the situations we see most often:

The exemption conditions as stated by Dubai Customs

Belonging to an exempt group is not enough on its own; the shipment itself has to meet four conditions. We go through them one by one, because each relates to a mistake we see in real shipments.

The items must be used

The exemption covers things you have actually used at home: the sofa you’ve sat on for years, the bed, the kitchenware, clothes and books. A piece still sealed in its original showroom box is new, even if you’ve owned it for weeks.

Quantities must be suitable for furnishing a home

Customs look at the shipment as a household on the move: bedrooms, a living room, a kitchen, personal belongings. Twenty identical chairs, five washing machines or a hundred units of the same item don’t look like a home’s furniture — they look like stock. If there’s a reason for an unusual quantity, such as a large majlis for guests, say so on the packing list.

Goods must be registered in the exempt person’s name

The shipment has to be in the name of the person taking up residence or the returning national. The right to the exemption can’t be passed to a relative or friend collecting the furniture for you, so we put the exempt person’s name on the shipment data from the start.

A full packing list must be submitted with proof of residence

The list names every carton and every piece, and the proof depends on the group: for a foreigner, evidence that they now work and live in the UAE — an Emirates ID or stamped residence visa, a work contract or a tenancy contract; for a returning national, evidence of previous residence abroad.

New appliances and items: why aren’t they exempt?

Dubai Customs states plainly that new personal effects and household items are not exempt and that customs duty is charged on them. The logic is simple: the exemption exists to help families move with what they already own, not to bring in new purchases duty-free.

The general UAE customs rate is 5%, and 5% VAT is then added on the value including freight, insurance and duty. An illustrative example: a new fridge worth SAR 3,000 would attract about SAR 150 in duty, and VAT would then be calculated on SAR 3,150, giving about SAR 157.50 — roughly SAR 307.50 extra on that one item. The value customs accept determines the real figure, but the example shows why shipping a new appliance from Saudi Arabia is not always cheaper than buying it in the UAE.

Our advice on new appliances

List them clearly on the packing list, keep the invoice to show on request, and pack them in separate cartons rather than among the used furniture. A declared new appliance pays its duty and the shipment moves on; an undeclared one can hold up the whole truck for checks.

How to write a packing list customs will accept

The packing list is the most important document in an exemption file. It is what the customs officer at Ghuwaifat checks the truck’s contents against, and the more precise it is, the less likely cartons are to be opened.

  • Number everything: the number goes on the carton and on the list, and no number is repeated
  • Describe contents precisely: “kitchenware” beats “stuff”, and “children’s clothes” beats “clothes”
  • State the condition on every line: used or new — that’s what decides the exemption
  • Put the list in the exempt person’s name and sign it, and keep a copy with you when you travel

If your residence visa hasn’t been issued by the shipping date, tell us early. It is sometimes possible to delay the truck’s arrival or store the furniture until your papers are complete, rather than have the shipment reach the border without proof.

What isn’t covered by the used furniture exemption?

  • Your car: it has its own rules — 5% duty and 5% VAT — and needs export plates and an export certificate from the traffic department. See car shipping from Saudi Arabia to the UAE
  • Commercial quantities: anything that looks like stock for sale is treated as goods
  • New items: as explained above
  • Prohibited and restricted items: the exemption doesn’t lift a ban. Weapons and alcohol are prohibited; prescription medicines, drones, plants and seeds need permits or prescriptions; gas cylinders and flammables don’t travel with furniture

How does the process work at Al-Batha and Ghuwaifat?

When the truck leaves the Kingdom through Al-Batha — the only land crossing with the UAE — the shipment data filed on the Fasah platform is matched to the truck. It then crosses to Ghuwaifat, where the UAE customs declaration is lodged together with the packing list and proof of residence. The officer reviews the documents, may ask for the truck to be X-rayed or for some cartons to be opened and checked against the list, and then decides what is exempt and what pays duty.

If the exemption conditions don’t apply to you

Not everyone shipping furniture to the UAE falls into one of the two exempt groups. Someone who has lived in the UAE for years and wants to bring the rest of their furniture from the Kingdom, or who is shipping newly bought pieces, will have the shipment assessed by customs and may pay duty. At that point the question becomes an economic one: are the item’s value, freight cost and duty together less than buying a replacement in the UAE? For pieces with sentimental value or made-to-measure furniture the answer is often yes; for ordinary large kitchen appliances it may well be no. Air freight for personal belongings to the UAE

Some personal things you’ll need the moment you arrive — clothes, a laptop, school papers. They can fly days before the truck leaves and reach the UAE within 24–48 hours of collection; our air rate starts from SAR 46 per kg. Mistakes that cost you the exemption or delay the shipment

  • Shipping the furniture before you have any proof of residence: the shipment arrives with an incomplete file
  • Putting the shipment in a UAE relative’s name: the exemption belongs to its holder, not to whoever collects for them
  • Hiding new appliances among the furniture: longer checks, and duty may end up charged on more than it should
  • A one-line packing list: “used household furniture” is not enough
  • Trusting promises of a “100% exemption for everyone”: the official rule has conditions
  • Packing prohibited items in cartons: one item can stop the whole truck
