Because a cargo hold fills up by volume as much as by mass, airlines look at two numbers and bill whichever is larger: the actual weight shown on the scale, and the volumetric weight, normally length, width and height in centimetres, multiplied and then divided by 6,000.
Picture a box of toys and cushions, 50 × 50 × 40 cm, that reads 7 kg on the scale. Multiply the sides and you get 100,000; divide by 6,000 and the volumetric weight comes to roughly 16.7 kg, so the bill is for about 17 kg rather than 7. Repack the contents into two smaller, full boxes, or squeeze the clothes into vacuum bags, and the chargeable weight drops at once. It is the easiest way to cut an air bill without leaving anything behind.
Tip: books, papers and metal are heavy and compact, so you pay their actual weight; pillows, clothes and toys are light and bulky, so you pay their size. Pack heavy items together with light ones in the same box to bring the two figures closer.
