Kuwait used household goods customs depend on who you are, not on the furniture itself. Kuwaiti nationals returning from residence abroad, and foreign nationals relocating to Kuwait for their first residence, pay no duty on their used household items, thanks to Article 103 of the Gulf’s unified customs law and within the conditions laid down by the General Administration of Customs. Anything new usually pays 5% duty unless it was made in a GCC country, and there is no VAT in Kuwait. Will you pay duty on used furniture in Kuwait? It depends on your situation
The question that decides everything is the capacity in which you are entering Kuwait. The law does not exempt used furniture for anyone who ships it, only for two specific groups. That is why we ask every customer about their status before listing their documents. The situations we see most often are summarised below:
Notice that the exemption follows the person and their move, not just the age of the furniture. Furniture you have used for ten years may attract duty if you send it to a relative, while a one-year-old sofa can clear duty-free if you are moving to reside for the first time and meet the conditions. That is why getting your Kuwaiti residence sorted early matters more than anything else in your moving timeline.
What does Article 103 say about personal effects and household items?
Kuwait applies the GCC Common Customs Law, and its Article 103 sets out personal exemptions. Its first paragraph exempts from customs duty:
What paragraph (a) of Article 103 means
Duty is waived on the personal belongings and used household goods of two groups: citizens who lived abroad and are coming home, and foreigners entering the country to settle there as residents for the first time, under conditions and controls decided by the Director General.
The second paragraph exempts travellers’ personal effects and gifts provided they are not commercial. The phrase “conditions and controls set by the Director General” is the part to watch: details such as the allowed gap between your arrival and the furniture’s arrival, or the proof required, are decided by the customs directorate in Kuwait and should be confirmed before shipping. So we do not rely on conditions repeated online, such as “two years’ residence in Saudi Arabia” or “100% exempt from customs and tax”. Those claims are unproven, and the reliable route is to ask the clearing agent about your case before loading.
Documents usually requested to clear exempt furniture
Based on what Kuwaiti customs typically asks for on household goods shipments, the owner is usually asked for the following. We recommend preparing them and sending them to the clearing agent at least five days before the truck arrives:
- Passport copy and the Kuwaiti residence page.
- Work visa or no-objection certificate stamped on entry.
- Kuwaiti Civil ID and work permit.
- An e-authorisation naming your clearing agent, issued in the Kuwait ID (Hawyti) app.
- In some cases, an Arabic authorisation letter on the employer’s letterhead naming the agent.
- A carton-by-carton inventory separating used items from new ones.
A returning Kuwaiti usually needs a passport, Civil ID and proof of residence in Saudi Arabia, such as a lease or an employer’s letter. In Saudi Arabia, we enter the shipment into Fasah and reserve the border slot; usually all that is needed there is your Saudi ID or iqama copy plus the inventory.
The biggest cause of furniture delays
The truck reaching Salmi or Nuwaiseeb before the Civil ID or work permit is issued. The furniture waits in the customs yard and the days add up. If your Kuwaiti papers are not complete yet, it is better to store the furniture in Saudi Arabia and ship it when they are ready.
Does the exemption differ for road, sea and air?
Most pages skip this point. International movers’ guides for household goods into Kuwait mention 5% duty on non-diplomatic sea shipments of furniture, and state that air baggage is usually exempt if its value including freight stays within about USD 1,000. Those guides do not cover road shipments from Saudi Arabia, which are treated as Kuwaiti customs decide at the border.
What does that mean for you? Road is the natural route from Saudi Arabia to Kuwait, and a first-time resident applies for the exemption through the clearing agent at Salmi or Nuwaiseeb. New furniture and appliances: when do you pay 5%?
New items fall outside the used-effects exemption. The usual duty is 5% of value including freight and insurance; it can be higher for some goods similar to products made in Kuwait, and an invoice and origin papers are sometimes required. There is one important exception for anyone buying in Saudi Arabia: a product made in Saudi Arabia enters Kuwait duty-free when it comes with a GCC certificate of origin.
Example: a new TV worth the equivalent of SAR 2,000 including freight, made outside the Gulf, would usually attract duty of about SAR 100. That is why we advise packing new appliances in separate cartons with their invoices, so their duty is calculated on its own and does not get mixed up with the rest of your used furniture.
The inventory: a format that speeds up inspection
A clear inventory shortens inspection at the Kuwaiti border. Our crew numbers and records every carton as it is packed, and you get a copy. This is what it looks like:
Describe contents in plain, general words like “kitchenware”, “clothes” or “books”, never just “miscellaneous”, which invites the officer to open the carton. Keep medicines, key documents and jewellery with you in your hand luggage, not on the truck.
What stops a furniture shipment at Nuwaiseeb or Salmi?
Even an exempt shipment is held if a banned item turns up. These are the things we most often find in homes without the owners realising:
- Walkie-talkies and radio transmitters, including children’s toys with wireless transmitters.
- Firearms and ammunition, including antique weapons hung as decoration.
- Used medical equipment, such as some home therapy devices.
- Alcoholic drinks and pork products.
- Large quantities of medicine without a prescription or Ministry of Health permit.
- Loose lithium batteries, and e-cigarettes beyond personal-use quantities.

Books and films are subject to censorship in Kuwait, and pets need a health certificate and arrangements separate from the furniture. Doubtful about something? Check with us while it is still unpacked.
Your car is not part of the furniture exemption
Many people confuse the personal-effects exemption with shipping a car. A car is not a used household item: it pays 5% duty on its value, and the country will not accept an imported car over ten years from its build date, as well as right-hand-drive, rebuilt or flood-damaged vehicles. Saudi formalities include the export certificate, export plates and settling any traffic fines. We recommend confirming that you are eligible to import the car in your own name before shipping. What it costs to move used furniture to Kuwait from Saudi Arabia

Air freight for urgent belongings to Kuwait
Not everything has to wait for the truck. Clothes, papers and children’s things you need in your first week can fly: flights take under two hours even from Jeddah, about 80 minutes from Riyadh and roughly an hour from Dammam. With clearance and delivery, they arrive in 24–72 hours. As noted above, air baggage is usually exempt when its value stays within roughly USD 1,000, so keep the air shipment small and limited to essentials.

A suggested timeline for moving to Kuwait
Most furniture shipments that get stuck at customs got stuck because the order was reversed: the furniture was shipped first and the residence paperwork started afterwards. This is the order we recommend to families relocating from Saudi Arabia who will be living in Kuwait for the first time:
