Which crossing suits your warehouse: Khafji or Ruqai?
The first decision in commercial shipping to Kuwait is not the rate but the crossing. Kuwait has two land ports with Saudi Arabia, each serving a different side of the Kingdom. Stock leaving Dammam, Khobar, Jubail, Qatif or Al-Ahsa follows the Abu Hadriyah coast road north to Khafji, then passes into Kuwait through Nuwaiseeb, in Ahmadi governorate, roughly 420 km from Kuwait City. Warehouses in Riyadh, Qassim and the western cities head north to Hafr Al-Batin and cross at the new Ruqai port into Salmi, in Jahra governorate.
Ruqai was built to handle 2,000 trucks a day, which makes it the main gate for freight from central Saudi Arabia. The consignee’s location matters too: cargo for Fahaheel or Mangaf in the south is closer to Nuwaiseeb, while cargo for Jahra or Farwaniya is closer to Salmi. Three ways to ship your goods to Kuwait
Pallets and part loads (LTL)
If your cargo is a few pallets or a few hundred kilos, a whole truck makes no sense. Your pallets take their place on a shared truck alongside other traders’ freight bound for Kuwait, and you pay per pallet or by weight. This suits online stores, spare-parts suppliers and anyone sending samples or small repeat orders. The only drawback is waiting for the load to fill, which can add a day or two.
Full truckload (FTL)
When your goods fill a six-wheeler or a trailer, or you need a fixed arrival date, you book the whole truck. It is loaded at your warehouse, sealed and driven straight to the consignee with no unloading on the way. Above a certain number of pallets, a full truck often costs less than paying pallet by pallet, as the worked example below shows.
Containers on trucks
Some Kuwaiti importers want goods delivered in a closed container, or your cargo is already containerised. We carry 20 ft and 40 ft containers by truck from your warehouse to Kuwait, which is far quicker than routing them by sea between two ports for a distance a truck covers in a day or two.

Note: road freight reaches Kuwait in one to two days from Eastern Province warehouses and two to three days from Riyadh; Jeddah and the western cities take three to five working days, and consolidated pallets may add a day or two.

Do Saudi goods pay customs duty in Kuwait?
Both countries belong to the GCC customs union, so a product made in the Kingdom and shipped with its GCC origin certificate is, as a rule, cleared in Kuwait without duty. For any shipment from a Saudi factory this is the single most important document: without it, the goods are treated as imports from outside the Gulf.
Goods made outside the GCC, such as imported electronics or Asian spare parts a Saudi trader resells in Kuwait, usually pay 5% of their value. If they already paid duty on entering Saudi Arabia, the GCC clearing mechanism (al-muqassa) generally prevents duty being collected twice, provided the paperwork proves it. Some products that compete with goods made locally in Kuwait can attract higher rates of 15–22%, so if your cargo falls in that group we check the tariff line with you before shipping.
Kuwait has no VAT
Some websites add “5% VAT” to goods entering Kuwait. That is wrong: Kuwait has not introduced value added tax. The only charge you might face is customs duty, and GCC-origin goods with a certificate of origin are exempt from it.
Documents required for shipping goods to Kuwait
A commercial truck stops at two posts, and each checks its papers. On the Saudi side the export declaration is filed on the Fasah platform and the truck’s arrival slot at the land port is booked in advance, which is mandatory for every truck reaching a land crossing. On the Kuwaiti side the clearing agent files the import declaration in the importer’s name. The usual papers by type of cargo are:
What delays commercial trucks most is an invoice that does not match the load: 100 cartons on paper and 96 on the truck, or a vague description such as “assorted materials”. We check the invoice and packing list against the actual pallets before the truck is sealed, and number the pallets to match the list.
Preparing pallets for a road trip to Kuwait
The road from Riyadh or Jeddah is long and the truck is opened for inspection at the border, so pallet preparation decides the state your goods arrive in. Use sound wooden pallets of standard size, stack cartons without overhanging the edge, stretch-wrap with several turns, and add cardboard corner boards so the straps do not crush the edges. Label two sides of every pallet with its number, the consignee and the city, and never put heavy cartons on top of light ones. Inside the trailer the pallets are locked in with bars and straps so they do not shift over bumps or under hard braking.
Shipping dates and chilled food to Kuwait
Kuwaiti shops stock up on Saudi dates, sweets and packaged food all year, and demand peaks before Ramadan and Eid. Well-packed dry dates travel in a normal closed truck, while dairy, fresh and frozen products need a refrigerated truck held at a set temperature all the way. Small chilled-food consignments start at SAR 1,840; larger volumes are priced by pallet count and the temperature required. Make sure the expiry date is legible on every pack and that the health certificate travels with the load.
For online stores: stock close to your Kuwaiti customers
If your store sells to customers in Kuwait, sending every order separately from Saudi Arabia raises the cost and stretches delivery times. The alternative is to send consolidated stock by pallet to a warehouse or distributor in Kuwait and fulfil locally from there. Heavy equipment, building materials and raw materials
We move generators, machines, workshop equipment, building materials and raw materials from Saudi Arabia to projects in Kuwait. Heavy equipment needs a flatbed or lowbed depending on weight and dimensions, and wide loads may need a special permit, so we ask for exact measurements and weight before quoting. Heavy equipment from Dammam starts at SAR 2,750, raw materials at SAR 2,300, and industrial equipment up to a tonne from Taif at SAR 3,220.
Prohibited and restricted goods for traders
Some goods cannot enter Kuwait at all, and others need prior approval. The main prohibitions are:
- pork, alcohol and any kit for brewing or distilling it
- gambling machines and pornographic material
- used medical equipment
- walkie-talkies and radio transmitters, firearms and ammunition
- goods connected with or made in Israel
- cars older than ten years counted from the build year
Restricted items include medicines and medical preparations, which need approval from Kuwait’s Ministry of Health; books and printed matter, which are subject to censorship; and arms and explosives, which follow special procedures. We do not carry e-cigarettes or tobacco products commercially. These are the main restrictions, and each product is checked against its tariff line before booking.
Air freight for urgent goods
A spare part that is stopping a production line, samples for an exhibition, or small high-value goods cannot wait for a truck. Air freight to Kuwait airport is available from Riyadh in about 1 hour 20 minutes of flying, from Dammam in about an hour and from Jeddah in about two hours, and we confirm the flight and space when you book. The airline bills the bigger of the two figures, scale weight or volume weight, and door delivery normally follows within 24–72 hours. Is there a sea option for goods to Kuwait?
A sea option for commercial containers can be arranged on request from Dammam port to Shuwaikh or Shuaiba, but it is rarely the better choice: the road from Dammam to Kuwait is only about 420 km, and a truck collects from your warehouse and unloads at the consignee without passing through port cranes.
Delivery to Kuwaiti industrial areas and warehouses

How to calculate the cost of shipping your goods to Kuwait
Four things set the cost: weight or volume, the loading city, the type of transport (shared or dedicated), and the nature of the goods (general, chilled or heavy). A worked example: a Riyadh trader has 8 pallets. At the starting pallet rate of SAR 550 that comes to SAR 4,400 on a shared truck, while a full truck starts at SAR 3,220. Here, booking the whole truck wins on price and on speed. With only two pallets, the shared truck is the economical choice.
For per-kilo freight from Jeddah, 100–500 kg starts at SAR 4.1 a kilo and drops to SAR 3.2 above 500 kg, so a single 600 kg shipment can cost less than 450 kg split into two lots. That is why we recommend combining small orders into one shipment whenever you can.
Cutting the cost of goods shipping to Kuwait
- Book a full truck once you pass roughly six pallets, and compare both prices before deciding.
- Attach a GCC certificate of origin to every Saudi product; it saves you the duty.
- Combine orders instead of sending scattered small lots.
- Use the crossing nearest the consignee, consolidating in Dammam when the destination is south Kuwait.
- Avoid weekend crossings, as queues lengthen on Thursday and Friday evenings.
Mistakes traders make when shipping to Kuwait
- An invoice that does not match the quantities actually loaded.
- Forgetting the certificate of origin, so duty is charged on an exempt Saudi product.
- Food without a health certificate or with an unclear expiry date.
- Loading a restricted product without prior approval from the relevant Kuwaiti authority.
