How does a Tabuk shipment reach Kuwait without going through Riyadh?

Tabuk’s airport, named after Prince Sultan bin Abdulaziz, has no regular non-stop service to Kuwait, so air cargo passes through another Saudi airport before continuing to Kuwait International. Customs and taxes on entry to Kuwait
Three facts are enough to understand what you will pay at Kuwaiti customs. First, Kuwait does not apply VAT. Second, goods from outside the GCC usually pay a 5% duty on their value. Third, anything made in Saudi Arabia with a GCC certificate of origin crosses duty-free, because both countries are in the GCC customs union.
